How to promote soil pollution control in construction land?

According to a recent report by the Law Enforcement Inspection Team of the Standing Committee of the National People’s Congress on inspecting the implementation of the Law on Prevention and Control of Soil Pollution, 30 provinces across the country have legally established and made public a list of soil pollution risk management and restoration for construction land. At the same time, it is also pointed out that there are problems in the soil remediation of construction land in our country, such as “the risk management and control of construction land needs to be strengthened urgently; individual enterprises are eager to develop and utilize when the construction land plots fail to meet the requirements of soil pollution risk control and restoration goals”.


 

Therefore, the report recommends “strict construction land access management”. The Minister of Natural Resources explained this. He pointed out that our country has initially formulated a list of polluted land plots, and proposed that construction is prohibited if it does not meet the requirements. We will further accelerate the formation of a base map of land and space planning, and cooperate with relevant departments to continue to improve the mechanism.

 

On the other hand, good regulation also plays a key role. Some people in the industry suggested that they should guide and urge local housing and urban-rural construction departments to strictly implement the provisions of the Construction Law. If any violations of the Soil Pollution Prevention and Control Law are found, they should notify relevant departments in a timely manner, strengthen coordination and cooperation, and actively cooperate with relevant departments in accordance with laws and regulations.
